Based on the Phantom Titan datasheet. Any discussion on the basic vehicle frame and operation should go there.
The Warlock is as many points as the Warlord. I think it finally feels about like it deserves to be.
Psychic Lance: I'm happy with it. I've avoided giving it Destroyer or wounding on a 2+ because other things in the list do that already. Wicked long range and otherwise comparable to the Quake Cannon. It's a psychic power so it can be canceled by things that do that.
Psychic Titan: Warlock Titans have sometimes been at -1 to their opponents to-hit roll. I don't know if I want to bring that back or not. Straight-up Farseer ability with increased range. Perils of the Warp will affect it, but are unlikely to blow it up. For some reason I love the idea of a Warlock Titan using Mind War on some infantryman across the table, so much so that I made the quote from my own Slaaneshi Daemon Prince getting poked by it!

We used both of these data sheets in our last big game. Here's my army:
The enemy was more afraid of the Psychic Lance than just about anything on the table. The reason is that it blows away units that normally think they are safe on an Apocalypse battlefield. Would you bother to shoot a Destroyer weapon at a Fortuned Seer Council or a Storm Shield Terminator squad? We had to give them some way to stop it, so I put in the psychic test (and the vulnerabilities that come with it). People get very sad when that weapon goes off. That said, I have been planning to make the titan count as having a Leadership of 11 or 12 to give it a little more strength against the Psychic Hoods of the world. We also need to specify that the psychic powers work on other super heavies unlike any power cast by a Farseer. Cast Fortune and Guide on a titan and see if your opponents think it is worth the extra 500 points. ;)
The trick is that the weapon is different from the weapons of the other races and is very different from the other Eldar weapons to boot.

wow.. this titan is WAY overpriced..
500 points extra just for a few extra psyker powers.. no thanks
also lose the psyker test for the psy cannon. a single librarian with hood can cancel out the cannon, or an enemy eldar player with a farseer.. etc etc etc.. so basically every army will be able to stop that 3 shot useless cannon..
the apocalypse barrage 3 is way to low.. the apocalypse missile of a reaver is apoc barrage 5. ok 2 less str and ap.. but who cares. you can field 2 reavers for 1 warlock...
make it apoc barrage 5 at least. and i would loose the ignore invul save rule.
some units are insanely expensive because they have the privelege of invul saves. that would be ignored .... you can say hey. it i sa titan of 2500 points so yes no invul.. but.. the chanses of that hppening is waaaay to small..
anycase.. your regular phantom datasheet is way more balanced..
just my 2 cents.. if you want to keep it at these rules, make the titan 2200 points. and lose the psyker test needed for the gun.. then it would be an ok investment.
